The Selangor Information Technology & Digital Economy Corporation (Sidec) hereby invites eligible and qualified consultants and firms to submit proposals for the development of the Selangor Semiconductor & Startup Roadmap (2026–2050).
This roadmap will serve as a comprehensive 25-year strategic framework aimed at positioning Selangor as a leading semiconductor hub and deep technology innovation ecosystem in Southeast Asia, driving long-term economic growth, technology ownership, and global competitiveness.
The scope of work, deliverables, implementation requirements, and evaluation criteria are specified in the respective Request for Proposal (RFP) documents issued by Sidec.
Consultants and firms are required to submit proposals in accordance with the requirements stated in the RFP, including but not limited to the following scope:
- Assessment of the current semiconductor and startup ecosystem, including global and regional benchmarking
- Development of a comprehensive roadmap, including vision, strategic goals, and key focus areas to position Selangor as a leading hub by 2050
- Proposal of practical implementation strategies, governance structure, and programme frameworks
- Engagement with key stakeholders, including government agencies, industry players, startups, and investors
- Provision of clear, actionable recommendations, KPIs, and a phased implementation plan

Consultants and firms shall ensure that all submissions fully comply with the RFP requirements. Non-compliant submissions may be rejected.
