1. Programme Management / Programme Operator
(MANDATORY – Lead Role)
1.1 Scope requirement
The vendor shall be responsible for:
- Overall programme design, planning, and execution
- Day-to-day programme operations and governance
- Startup cohort management
- Coordination of trainers, mentors, advisors, and partners
- Reporting and programme outcome tracking
1.2 Minimum expectation
- Proven experience in managing accelerator, incubator, innovation, or fintech-related programmes
- Experience working with multi-stakeholder ecosystems, including startups, mentors, investors, corporates, and public sector stakeholders
- Experience managing programmes involving fintech, digital assets, Web3, or regulated industries will be an added advantage

2. Training & Talent Development Provider
(MANDATORY – Core Delivery Role)
2.1 Scope requirement
The vendor shall provide:
- Structured training modules relevant to fintech and digital finance
- Learning sessions covering areas such as:
- Fintech fundamentals
- Digital assets and tokenisation
- Tokenomics design, utility modelling, and economic sustainability
- Blockchain and Web3 applications
- Business readiness and technology readiness
2.2 Minimum expectation
- Trainers with practical fintech, digital finance, Web3 or related industries experience
- Customisable curriculum suited for startups and scale-ups according to maturity of participant and programme objectives
📌 This role is compulsory and may be fulfilled by the Programme Operator or a specialist partner.
3. Technical / System / Platform Provider
(MANDATORY – Core Enabler Role)
3.1 Scope requirement
The vendor shall provide:
- Technical systems or platforms to support:
- Programme management
- Learning delivery (online or hybrid)
- Startup progress tracking
- Pitching or demo day facilitation
3.2 Minimum expectation
- Secure and scalable platforms
- Understanding of data protection, system reliability and user management
- Familiarity with platforms supporting innovation, fintech, or Web3-related programmes will be an added advantage

4. Investment / Advisory / Consultancy Services
(MANDATORY – Fintech & Regulatory Requirement)
4.1 Scope requirement
The vendor shall provide advisory services covering:
- Fintech regulatory awareness and compliance considerations
- Digital asset, tokenisation, and Web3 advisory
- Business, commercialisation and investment readiness
- Industry, corporate and investor engagement
4.2 Minimum expectation
- Demonstrable experience in fintech, financial services, or regulated environments
- Ability to advise startups within applicable regulatory boundaries
📌 This role is compulsory due to the fintech and digital asset focus of the programme.
5. Event Management
(SUPPORTING ROLE)
5.1 Scope requirement
The vendor shall support:
- Demo day and pitching sessions
- Industry showcase events
- Physical or hybrid event execution
5.2 Minimum expectation
- Experience in innovation, technology, or startup-related events
- Experience supporting investor-facing or pitching events will be an added advantage
📌 This role is supporting and may be scoped specifically for key programme milestones.
6. DELIVERY MODEL
Vendors may participate as:
- A single lead operator covering multiple roles; or
- A consortium / partnership, with clearly defined roles and responsibilities
All submissions must clearly state:
- Which role(s) the vendor is proposing to fulfil
- Whether the vendor is acting as lead or specialist partner

8. CONFIDENTIALITY
All information submitted under this RFI shall be treated as confidential and used solely for procurement planning and internal assessment purposes by SIDEC.
